Add keyboard layouts, and change the display language and international settings of Windows Server

• Abort the installation if the language installation control panel is open
• Choose the installer based on the OS version and architecture
• Install the language pack for Windows
• Enable optional display languages and keyboard layouts for the current user
• Copy international settings to the welcome screen and new user accounts
